Chesterfield County’s largest subdivision is split over whether certain home-based businesses are a nuisance or a convenience. The debate began months ago in Brandermill, when longtime day care operator Joni Roberts applied for a county permit that would allow her to keep her state license. The problem: Roberts is clearly in violation of a never-before-enforced section of Brandermill’s covenants that bans residents from running businesses that create any customer traffic to their homes.  Read more:
