SEVIERVILLE (WATE) – Two women were arrested this week and charged with embezzling from a Sevier County homeowners association. Alice K. Ball, 39, was arrested Thursday and charged with theft over $60,000. Judy M. Hixon, 44, was arrested Friday and charged with theft over $10,000. Sevier County Sheriff Ron Seals says his department began in investigation in July after a complaint from a representative of the Shagbark Homeowners Association. The complaint stated that two employees had misused a company credit card.

“Because I worked in the office, because I own property there, it’s just very frustrating that there wasn’t good management during that period. They needed better oversight,” said Cathy Qualls who owns two cabins, and worked in the same office at one point.  Read  more:
